I know Mladen's question is rhetorical, but I've wondered the same
thing. However, if you just set the DISPLAY environment variable
to something, you can start Apache. I've used this trick to start
Apache on my Linux machine from a client using TELNET, and I have=20
no X-Server running on the client machine.
Try 'export DISPLAY=3D192.168.1.1:0' and see if that works for you.

I adamantly refuse to run oracle's version of Apache web server. Perl =
