I have always heard this phrased a little differently. Many TARs have information that either directly mentions the customer's name or information that allows the customer to be deduced. This means that many TARs can be viewed by an Oracle analyst, but can't be sent out to other customers. I used to work for a software vendor and was not allowed to participate in forums like this. I doubt that Oracle wants to go to the effort of sanitizing all TARs in the hope it would reduce the number of new TARs that are filed.
Oracle Analyst training -- are they DBAs?
Many people that participate on this list are experienced DBAs and would be great candidates for being an Oracle Analyst. Ask yourself the question: "Would I like to change my job and sit on the phone all day listening to customers whine and even curse"? As Ian pointed out there are many people that have zero interest in learning more about Oracle or researching issues before they file a TAR. The problem is that the best Analyst candidates don't want the job. I am just thankful for those long-term Oracle employees that are really proficient and stick with the job to help me when I desperately need help.
