Read a file to the database using PERL?

I'm downloading perl, but meanwhile, maybe this is a stupid question,

Because nobody say something like "use java when... and perl... when", this is java 50% perl 50%, instead it was was java 1% and perl 99%.

I got the impression you can do anything you do in Java in Perl.

The question is please, could how use perl lo load a file to a bfile, like I do using Java.?

I'm reading perl can do network operations, and I suppose Java have some advantage, specially because it is in the database, which are basically the differences.
Or definetively the word is "don't use java use perl always"
