Last time I checked, there was a perl installation under $ORACLE_HOME/Apache/perl (9.2). Interestingly, in 9.2, I wasn't able to find DBI.pm, but that isn't such a big deal. With perl, they always deliver CPAN, which contains everything imaginable and some things unimaginable.

that comes with oracle.
