ALL/DBA/USER_JOIN_IND_COLUMNS describes the join conditions of bitmap join indexes to which you have access.

Dont know about the failure of DBMS_METADATA.

And sorry - I didnt test the above, so I'm just quoting from memory, aided by the manual. They have both been known to be wrong before ;-)
