NLS_INSTANCE_PARAMETERS shows the current NLS instance parameters that have been explicitly set and the values of the NLS instance parameters. NLS_DATABASE_PARAMETERS shows the values of the NLS parameters that were used when the database was created.

if I select * from nls_database_parameters . . . nls_date_format = DD-MON-RR
if I select * from nls_instance_parameters . . . nls_date_format = YYYY-MM-DD HH24:MI:SS How???
