It seems to me that the real problem is a DBA who did not know how to retrieve
average row length using SQL functions and did not understand the implications
of analyzing only one table in a schema. This may be the result of a company not
spending money on training, a person not taking the time to educate themselves,
etc. Sure, the symptom is fixed, but what happens when this DBA begins to add
db_block_buffers to achieve a 99.999% BCHR?
