Why do you feel this is any different then the way the list currently operates? Nothing here prevents you from doing this... Several people already do this... As an example, Joe Testa put out a 9i new features thread awhile back and has promised us a 10g new features list soon (Hey Joe, what's the status on that?)... The simple truth is that what you want is already the case... If you have something interesting, then share it... If you don't or don't have the time then that's fine...
