So how do I find out all the database links? Is there a V$ view or dba_ view?

I would just keep in mind the security implications of this. You are effectively allowing full control to the remote database to anyone connected to the primary database since the password is remembered. Having said that if the username/password combination is "system/manager" then this additional security risk may not be such a problem.

>From a performance / resource point of view there is no problem though and I do keep database links between several development / testing environments for moving data around quickly. I wouldn't keep one with full access to production though.

I would generally keep the database link around if you think you may want to use it again in the future. It's not going to consume an appreciable amount of resources if no one is using it.

While connected to pr2:
create database link qa2 connect to system identified by manager using 'qa2';

That's one option. There are other variations on database links. See the manual for more details.
