If you want a free solution, try Emacs (I use GNU on W2k). SQLi mode runs as a front end to sqlplus, giving you everything that sqlplus does plus command line editing, history and cut and paste. You can also 'pop' sql statements or whole scripts directly from another window and run them (a bit like worksheet). There's also quite nice sql and plsql modes which give you syntax highlighting (which is a lot faster than vim by the way) and customised indenting. Plus of course you've got all the other goodies that emacs gives you - I particularly like remote directory browsing via ftp.

On the downside, it doesn't have any more security than sqlplus, it takes a fair bit of setup and it can be (very) quirky.
