Rene Nyffenegger has some some great tips on his site. There are some steps to creating a new db from the command line here: http://www.adp-gmbh.ch/ora/admin/creatingdbmanually.html which covers most of the steps that you need. Alternatively, you can do as the others suggested and run the dbca to script and use that.
