Paul,

I was using 8.1.7.4 with Siebel (v6.x or I think) a year or so ago. We used the CBO and it worked fine. However whenever any of the developers was using doing some major re-design / reconfigure or something similar we had to run the database in rule or else the operation took forever. (Sorry I can't remember exactly what this operation was but it don't happend when the system was being used in normal production mode.)

An interesting aside: Siebel stated that Oracle must run in rule mode yet they had hand-crafted hints into some of the SQL.
