The etc/system is set up exactly like my production box. I checked my $HOME, $PATH, $ORACLE_HOME, etc look just like my prod box. Nothing in the bdump or udump when I get the 3113. Nothing in the alert log
Do get a core dump in $ORACLE_HOME/dbs

ipcs -a gives me....

Have you checked the OS kernel parameter (semmns) setting?

On Solaris it will be in /etc/system file as: set semsys:seminfo_semmns.

The install guide will have more info as to how to derive an appropriate value for this parameter.
