The info at http://www.oracledba.co.uk/tips/dbms_space_admin.htm might be useful.
AFAIK, once a tablespace is USER (ie was dict and was converted to local), it cannot be converted
to auto or uniform management without unload/reload. Not that this is really a massive problem.
