ORACLE_HOME doesn't need to be set in the environment. But if you want to connect via '/ as sysdba' you will need to run the Oracle Home Selector and open a new CMD window.

The Home Selector changes the search order of the PATH variable.

If you try to login as '/ as sysdba' on a 9i database while the search path is set to find 8i first, you will get an error.

Does the ORACLE_HOME really make a difference on Windows, and if so why? As long as the bin directory for the right version of Oracle is in the = path, why would it matter? And SQL*Plus would be using the DLLs in the = bin directory anyway.
