Since you mention PPM I assume you're using ActiveState's Perl for Win32. If that's the case, you have to wait for them to build the module (or build it yourself). If you install Active Perl v5.6.1 ppm will find DBD-oracle and DBI just fine. You don't get the "repository" for your perl modules, but at least you can connect to Oracle.

Contact me off-list if you need the 5.6.1 installer; I'm not sure if you can still download it from ActiveState or not these days....
