The reason for this is that all service processes inherit the evironment from SERVICES.EXE the Service Control Manager. Since this process only reads its environment once at boot time, changes to the environment are only seen by _services_ after a reboot.

But I think the answer to the initial reboot issue is the mass of DLL's that MS needs to change. Oracle brings all of their own 'new' DLL's whilst MS needs to change a bunch that belong to the base O/S (e.g. OLE, MFC, MDAC)....and they might be loaded.
