Bill, this is your header:

X-Mailer:	Internet Mail Service (5.5.2657.72)
X-Scanned-By:	MIMEDefang 2.39
X-archive-position:	406
X-ecartis-version:	Ecartis v1.0.0
Errors-To:	oracle-l-bounce_at_freelists.org
X-original-sender:	William.Thater_at_carrier.utc.com
Precedence:	normal
X-list:	oracle-l

The problem is in "MIMEEDefang" part which essentially rewrites your email and adds "freelists.org" headers and trailers. I've changed my language so that you should see some of those nasty characters:

èæ¾¹æ

What I've entered are diacritical characters from my own language. I'm not sure what will it look like.
