I'm not advocating fiddling with hidden parameters here, but there is one more parameter which limits PGA usage, it's _pga_max_size and defaults to 200M.

Anyway, go with Jonathan's recommendation and try to allocate a large PL/SQL table to test whether it fails.

Btw, is your batch job running in serial mode or with parallel slaves?
