help with estimate row count from asktom

I have a very strict SLA and I posted a question on asktom about the best way to get the 'estimate' of rows and return it to the user. Im getting 'no data found'. anyone have ideas? Im on 9.2, tables are analyzed, and Im in a DBA account.
