I would say OEM for dbas only. To difficult to manage for developers.

Dangerous. Too much low level stuff for managers and developers to poke around with.

OEM is not really a development tool.

Wouldn't this allow viewing DBA_USERS?
I haven't tried this myself, but it seems that I could set up another oracle instance, create a user identified by values, then create database link.
