Really? I think when you get down to it, there are some prerequisites to worry about. I just tried the following:

C:\Documents and Settings\Jonathan>sqlplus /nolog

SQL*Plus: Release 10.1.0.0.0 - Beta on Mon Nov 24 21:07:30 2003

Copyright (c) 1982, 2003, Oracle Corporation. All rights reserved.

SQL> create database;
SP2-0640: Not connected

In Rdb, it was just this drop-dead simple. You didn't even need an option like /NOLOG. I would've had my database by now.
