The only essential DBA tool is sqlplus. Modelling tools can be useful if you are involved in design (in which many DBAs are not); they can help getting a grasp of an existing application but how much they bring you depends on you.
I have also seen AMC Designer (this is the old name, a tool now sold by Sybase as, I think, PowerDesigner or something like that) much used - and with Oracle more than Sybase.
