You may well have a Pentium 4 processor. This is a well documented problem with 8i and Pentium 4 processors (that you may well have).

If so, search on your system for files called "symcjit.dll" which is the Symantec Just In Time compiler, then rename them to "symcjit.old" and then run "setup.exe" once more.

I have had exactly this problem and also another when, even after renaming this file, the "setup.exe" file still did not run. The solution that worked for me then was, to run the file "setup.exe" from the directory \Disk1\install\win32.
However, after installation I experienced problems with "java.exe" which I lazily solved by also installing Oracle 9i!
