The reason is there is a bug (which is never going to get fixed) which won't recognize a pl/sql type. The type that you want to use in CAST or TABLE must be a SQL type. And only way you will create a SQL type is using create TYPE command which will be ALWAYS outside your package.

Come to think of it, it is a better way.

figured it out, but dont know why.
i have to explicitly create a type in the database. I cant use a pl/sql table made on the fly.

must be the seperate sql and pl/sql parsers.
