TOAD vs. SQL Navigator

I'm looking for information about the differences between Quest's TOAD and SQL Navigator. Specifically, which would be better for an Oracle web application developer. I am more interested in development features; I am less interested in the DBA functions, although they are nice to have.

Any information would be helpful to me in making an educated choice.
