WAITED TOO LONG FOR A ROW CACHE ENQUEUE LOCK! pid=12

I am seeing WAITED TOO LONG FOR A ROW CACHE ENQUEUE LOCK! pid=12 in the alert log file?
there are no blocking locks and at this time the weblogic connection pool cannot get connections
to the database but the client connections from sql*client gets connected
(sqlplus or toad).

What could be the problem?any thoughts?
