It is actually not a bug in the dll but a bug in the Pentium IV...
Ran into this last year when testing new client...it is a pain because you
have to
blow the install down to the hard drive then find the file and delete it.

On machines that use the Sun JRE and Symmantec JIT (symcjit.dll), the javac.exe hangs. Specifically for the Windows platform, the following version of the Symmantec JIT or earlier will encounter the failure: Symantec Java! JustInTime Compiler Version 3.10.107 for JDK 1.2.

How to determine if you have Symmantec Java for JDK 1.2:
Select the file "symcjit.dll" and right click on it. Select Properties, then the Version tab. Under Microsoft Windows, the properties of the DLL are: "Symantec Java! JustInTime Compiler Version 3.10.107 for JDK 1.2".
DLLs older than this will also not work.
Any platform that uses the Intel Pentium 4 processor, with the Sun JRE and Symmantec JIT will encounter this problem. Windows XP, Windows NT, Windows 2000, Windows 98 and NetWare platforms are confirmed to be affected.

There is an issue with the version on some installation media (meaning,
more recent copies may or may not have been corrected) and processors
over 1000 Mhz.
The problem is with a dll called symcjit.dll which at best causes the
installation to exit without error, but also without completing.
If you're encountering something like this, let me know and I'll e-mail
the corrected version to you directly. I got it from a peer. I'm not
sure where he got it, maybe metalink but I can't find it there. It's
only 410 Kb so e-mailing shouldn't be an issue.
