Melissa,  

If you listen To Tom Kyte's discussions ... this is what I have gleaned ...  

  1. Do it in SQL if possible
  2. If (1) is impossible, then use as little PL/SQL to do what you want.
  3. If (2) is impossible then use as little as Java to do what you want.

In step (3) substitute Java with your favorite language as long as it is supported.  

Of course like everything in the world, my opinion might have changed by the time you read this, so YMMV.
