Stephen,

  Indeed likely to be simple. You have two distinct problems here :

  1. Cannot create spool file It's simply that you cannot write in the current directory. 'not spooling currently' derives from this and is generated by a 'spool off' command.
  2. Failure to read the various SQLfiles. Either the directory doesn't exist, or the file do not exist, in which case your installation was probably incomplete. Or you are not allowed to read it. In which case it may be the same as 1) - perhaps you are simply not logged in as the suitable user. Or you have shifted files around after the installation,in which case reinstalling from scratch is probably the safest thing to do.
