Just to clarify: Hints (or any changes for that matter) provided by Developers *other than* Oracle Apps dev are forbidden in the 'canned' (or standard) version of Oracle Apps 11i. (see the link below)

The article does specify a number of both documented and undocumented init.ora parameters that are fixed for Apps 11i. When a performance issue in 'standard' code is reported to the 11i, they will (supposed to) resolve the problem via a patch. Now the patch may contain hints (and many do) to resolve the issue. Any changes by the user would NOT have been supported by Oracle Apps support.

Hints could be added in the Custom code though. Fyi, up until Apps 11i, Oracle's own ERP Suite ran on the RBO (very successfully, and on a very large number of sites with fairly large Dbs I might add).
