I am sure they will quickly say that's not part of their responsibility. They want more flexibility, but not the accountability.

Part of the motivation may be to blur the lines of responsibility, it allows them to expand a bit, gives them more control over the db design etc. (?)

You have to keep an eye out for political motivations, unfortunately.
