Very very briefly...
local = index partitions equate to those of the table partitions.
global = index partitions does not necessarily equate to those of the table partition.
Importance - some partition level operations (drop/merge/etc) might retain the usability of a local index whist not doing so for a global one. Some changes in v9 regarding that. Then there is prefixed and non-prefixed and all sorts of other goodies, so its worth a read of the concepts guide
