ORA-06553: after recovery from cold backup

Target machine WinNT sp6 oracle 8.1.6
Source machine w2k sp3 oracle 8.1.7

Recovery with cold backups
Create new service and password
 create control file reuse database .... Pointing to the new location of the database

Compatibility set to 8.1.6 in the inint.ora file

The database starts up fine and I can querry the data, however I get the following error when logging in with sql plus Apparently sql plus is calling a program that it cant find. Although I try to connect from a 8.17 server and get the same error. This is the first time Ive seen this error.

Any ideas on what may be wrong?
