Arvind,
You can write a simple script and using sendmail or any other SMTP compliant package send an e-mail to phonenumber_at_carriername.com. For example, if you have verizon phone, you can send an e-mail to 5555551212_at_vtext.com and it will reach the intended recipient.

     is there any tool which checks the oracle db health time to time and if finds any problem ,reports it to DBA's cell phone.
