Hi:

If this join table would not going to have it's own child table(s), then two FKs are good enough. But I often find that if we ever need to add another child table to this join table,then a PK in this join table would make things much easier to handle. It is just one more PK and one sequence to add (take some disk space though), but it shouldn't be any problem. I do it all the time.
