How to identify and force release locks on objects

Hi Gurus

I am developing, testing and modifying a package in 8i server running on HP-UX 11.

Once in a while I get following message.

ORA-04021: timeout occurred while waiting to lock object

I use PLSQL Developer to develop and test the packages. It has faciity to see sessions and those can be killed.

Once I get above message, my package gets locked up for endless time even if after I kill the process related to sid/user/client machine.

Is there a way to identify and release the lock on object?

I appreciate your help and lead.
