The sqlnet.ora file is used by the client. If you update it, fresh connections from the same client would take the setting. The server does NOT have to be restarted.

However, if your "client" is itself a database which has a persistent database link
to another database, your analyst might be asking you to restart the database that is the client.

To escalate you can call your local Support Hotline, enter the TAR# and ask for the supervisor or update the TAR saying that you are not happy with the response and ask for a supervisor.
