When you installed the 8i client, you selected an Oracle_Home. From the START button, go to PROGRAMS. From there, find the "Oracle Home Selector". This will give you a list of the current Oracle_Homes on your computer. Find the oracle_home that you used to install the 8i client and note what position it is in the list (1st, 2nd, 3rd, etc.). Then start TOAD. On the logon screen click the SQL-NET help. This will pop up a list of Oracle_homes named HOME0, HOME1 etc. Pick the same position as the oracle_home that you noted earlier (ignore the Oracle Root) and change TOAD to that oracle_home.

That should work. If not, try the various oracle-homes until one does work.
