hello scott,

   You will get the metalink support in the following ways:

  1. your organization should be partner to Oracle
  2. your organization should take Annual support contract from Oracle

If you have the any of the above , then go to metalink.oracle.com and find out the CSI number to register for an account to the metalink web site.
