Sony,

Statspack is a set of PL/SQL packages and tables that are supplied by Oracle, to take snapshots of performance metrics of your Oracle database on a regular basis, or on the fly. It is used for monitoring, diagnosis and tuning.

You can find the scripts that create and manage statspack in the $ORACLE_HOME/RDBMS/Admin directory. All of the files that are related to it begin with "sp", such as spcreate.sql (which is the script that creates the user, tables and packages for the statspack "schema").
