You could try:

select

    max(ktuxescnw * power(2,32) + ktuxescnb) from

    x$ktuxe;

This gives you the highest SCN recorded in any of the undo segment headers. This would only be an approximation for Oracle 9, as the SCN seems to increment every 3 seconds in the complete absence of any active transactions - but in Oracle 8 I THINK it will give you the current SCN.
