A Relationship manager needs to broadcast mail to all the Customers . There are around 102,847 customer

To achieve this functionality in our code we are opening a cursor, fetching each user id from a table and inserting into a mail table for each fetch.

Mail is getting Generated for only 7130 Customers . There are no oracle errors reported in the log files .

Is there any size limitation in oracle while opening/fetching a cursor as the No. of records to be fetched are 102,847 ?
