TNSPING another question

It's probably in the fine manual somewhere - but I haven't found it yet
>From my pc:

I can ping the IP address of the server and response time is 10 ms ping the name of the server and response time is 10 ms tnsping of IP is 10 ms
but tnsping of the name is 1000 ms
any reason why this would be?
