Vivek,

Yes.

There is no restriction whatsoever in the tablespace where an index or its partitions can be created and there is no relationship to the tablespace of the base table. Just as you could create an index in a tablespace different from that of the table, you could create any index partition in any tablespace, different from the table's tablespaces. In fact that is recommended for performance and reliability reasons.
