flushing the shared pool

I'm curious, we have a database with a canned app that isn't using bind variables. Periodically we flush the shared pool when the cache fills up with these statements. But I've noticed it takes much longer to fill up after a shutdown than it does a flush. What's the difference? We aren't pinning anything.
