Best way to store images in DB ?

Guys,

i have to store 20,000,000 images of 5k each in DB. which is the best possible way to do it ? can i store it as BLOB or use UTL_FILE_DIR ? is there any other means of achieving the same ?

it's 8.1.6 on Win2k.
