Thanks everyone.

I did decide on CHOOSE.

It seemed like the best choice considering most of our queries aren't run interactively through tools like SQL*Plus. In fact it should become an even better choice as our applications are becoming more and more browser based. ALL_ROWS also looked like it would be the best choice considering our batch reporting requirements.
