I think this is old syntax for mts_dispatchers, v7ish, maybe. Look at the docs on where you are (I have not been following the thread). Seems like this happened to me when moving from oracle 7 -> 8. Maybe:

mts_dispatchers = "(PROTOCOL=TCP)(DISPATCHERS=1)"
