No. The best you can do, if you really do not want to single SUE out, is to create the view as JOE and grant SELECT on it to STD_ROLE. In the Oracle world, a user who creates views (or, generally speaking, stored objects) doesn't belong to the rank-and-file and deserves personal attentions. Otherwise, create the stored objects for them.
